The HOA resale certificate

Every Reston home is in Reston Association, and many are also in a cluster association. Virginia law has each association give the seller a resale certificate for the buyer, and the seller pays for it.2,3
- Order it online. Reston Association takes orders through WelcomeLink at reston.welcomelink.com. Member Services is at 703-435-6530.2
- Plan for 14 days. Reston Association has 14 days from the day it receives payment to deliver the packet, and it does not offer rush packets. An updated packet takes 10 days; a financial update, 3.2
- Order the cluster packet too. If your home is also in a cluster or condominium association, order that association's disclosure packet separately. Each cluster sets its own process.2
- Fix exterior items early. The packet reports violations seen in a staff exterior inspection of your home. If you settle more than 90 days after the packet is released, the inspection is no longer valid.2
- Know the price caps. Virginia caps what associations can charge: $176.64 for an electronic certificate, $211.96 for paper, $70.66 for rush or a pre-settlement update and $141.31 for an inspection. The seller pays.4
Reston Association's 2026 annual assessment is $890, due January 1, 2026.2 Buyers often ask; the cluster fee, if any, is on top.
