The HOA resale certificate

Ask the Franklin Farm Foundation for the resale packet when you list.

Franklin Farm homes are in the Franklin Farm Foundation. Virginia law has the association give the seller a resale certificate for the buyer, and the seller pays for it.2,3

  1. Request it from the Foundation. The Foundation takes resale packet requests on its own Homeowner Resale Packet Request Form. The office is at 12700 Franklin Farm Road, Oak Hill, 703-476-6230.2
  2. Order early. Virginia gives an association 14 days after it receives the request to deliver the certificate, so ask before your home goes on the market.3
  3. Fix exterior items early. The certificate says whether the association has sent written notice of a violation on your home. Fixing items before you list keeps that answer clean.3
  4. Know the price caps. Virginia caps what associations can charge: $176.64 for an electronic certificate, $211.96 for paper, $70.66 for rush or a pre-settlement update and $141.31 for an inspection. The seller pays.4
